Advisory Neighborhood Commission 6E convened at the Northwest One Library, 155 L Street, N.W., Washington, DC, on Tuesday, July 5, 2016 at 6:00 p.m.

  1. CALL TO ORDER AND ROLL CALL

    Chair Marge Maceda called the meeting to order at 6:07 p.m. The roll was called and the presence of a quorum was noted.

 

  1. APPROVAL OF AGENDA

    MOTION: Commissioner Maceda moved and Commissioner Nigro seconded that the Agenda be approved as amended. The Motion passed unanimously, 7 yeas (Commissioners Nigro, Padro, Maceda, Chapple, Wiggins, Barnes, and Judd) – 0 nays – 0 abstentions.

  • APPROVAL OF MINUTES

    MOTION: Commissioner Wiggins moved and Commissioner Padro seconded that the Minutes of the ANC 6E Public Meeting of June 7, 2016 be approved with corrections to be submitted to the Secretary.   The Motion passed unanimously, 7 yeas (Commissioners Nigro, Padro, Maceda, Chapple, Wiggins, Barnes, and Judd) – 0 nays – 0 abstentions.

Sgt. F. H. Fawzi of 5D – Sgt. Fawzi stated he had nothing unusual to report.  Thefts from Auto, however, are still maintaining their high levels.  Increases in crime have been outside of 5D.

Lt. Ronald Netter of 3D (PSA 308) – Lt. Netter reported the following:

1)  July 28, 2016 – 3D CAC Meeting, 1620 V Street, NW, 7:00 p.m.
2)  August 2, 2016 – Third District National Night Out, Bruce Monroe Park, 3000 Georgia Avenue, NW, 6:00 p.m. to 8:00 p.m.
3)  August 27, 2016 – Back to School Block Party and Community Affair, 1300 block of 5th Street, NW, 2:00 pm to 7:00 p.m.
4)  2016 3D Summer Activity Schedule (handout).

  1. presentation: 251 H street, nw

    The applicant’s attorney provided an update regarding the PUD at 251 H Street and stated they are restarting the process.  The initial plan was to add two stories on top of the existing building, but now they plan to build a 130 foot high building next door.  This will be a new Phase II building on the property.  There is ground floor parking underneath the building. The design of the building is still a work in progress and the applicant will reappear before the ANC at a later date with more details.

    Commissioner Padro expressed concern about parking.  He was told there will be 40 spaces, but that 60% of the building’s employees take public transportation.

  1. presentation – dc water

    DC Water’s Public Outreach Manager, Hadiah Jordan, provided an update on DC Water’s long term control plan to: (1) relieve flooding in the Northeast Boundary Area; (2) control combined sewer overflows to the Potomac River, Anacostia River, and Rock Creek; and (3) meet nutrient discharge limits of the Chesapeake Bay Program.

    Phase A:
      The construction contractor, Fort Myer Construction Corporation, will begin relocation of utilities and perform trench-type utility work.  This work has already started and is estimated to finish in September of 2017.

    Phase B:  Construction of Northeast Boundary Tunnel (NEBT) and diversion facilities along tunnel alignment.  The estimated start date of this work is September 2017, with estimated completion in May of 2023.

    A number of lane closures are anticipated at the R Street site, Florida Avenue site, and T Street

    ANC Commissioners expressed concern about reduced parking and night noise.  They were informed that there will be no weekend work, work hours during the week will be from 9:30 a.m. to 3:30 p.m., and that there will be night noise restrictions.

  • public space: sursum corda – curb cuts

    Mike O’Hara, Civil Engineer, stated that the PUD has been approved and they are currently in the process of the road closure application.  On June 23, 2016, they received approval for the curb cuts from the Public Space Committee which are consistent with the plans presented to the ANC previously.  They will have to come back to the Public Space Committee for the streetscapes.  Residents will receive their vouchers in November.

  • historic: 416 ridge street, nw

    & Mrs. Dosik spoke in regard to the recommendation of the Historic Preservation Review Board (HPRB) that a horse gate, instead of a porch, be installed in the front of their residence at 416 Ridge Street, NW.   The Dosiks informed the ANC 6E Commissioners that they concur and will comply with HPRB’s recommendation and requested a letter of support from ANC 6E.

    MOTION: Commissioner Nigro moved and Commissioner Barnes seconded that ANC 6E not support the HPRB’s recommendation that a horse gate, instead of a porch, be installed in the front of 416 Ridge Street, NW.   The Motion failed by a vote of 3 yeas – 4 nays – 0 abstentions. 

    MOTION: Commissioner Padro moved and Commissioner Chapple seconded that ANC 6E support the application of 416 Ridge Street, NW and HPRB’s recommendation that a horse gate, instead of a porch, be installed in the front of 416 Ridge Street, NW and that said support be communicated in writing to the Historic Preservation Review Board (HPRB).  The Motion passed by a vote of 4 yeas (Commissioners Padro, Chapple, Maceda, Judd) – 3 nays (Commissioners Nigro, Wiggins, and Barnes) – 0 abstentions. 

  1. application for grant – perry school community services center, inc.

    Paul McElligott, Executive Director of the Perry School Community Services Center, Inc., requested ANC 6E support for a grant for a six week long summer camp made up of 34 students (ages 6 to 11) from the local community.

    MOTION: Commissioner Maceda moved and Commissioner Barnes seconded that the application for a grant submitted by the Perry School Community Services Center, Inc. be approved in the amount of $3,000.00, not the $1,500.00 normally given for ANC 6E grants, primarily because the camp’s students are in ANC 6E’s area and ANC 6E has the funds to support the grant. The Motion passed unanimously, 7 yeas (Commissioners Nigro, Padro, Maceda, Chapple, Wiggins, Barnes, and Judd) – 0 nays – 0 abstentions.

  2. TREASURER’S REPORT

    Commissioner Chapple reported the balance in the checking account is $56,402.54.

    MOTION: Commissioner Chapple moved and Commissioner Padro seconded that the Treasurer’s Report be accepted.  The Motion passed unanimously 7 yeas (Commissioners Padro, Maceda, Chapple, Wiggins, Barnes, Nigro, and Judd) – 0 nays – 0 abstentions. 

  3. approval of expenses

    1. MOTION: Commissioner Chapple moved and Commissioner Padro seconded that the invoice submitted by Karen Jehle in the amount of $125.00 for recording services for the ANC 6E July 5, 2016 Public Meeting be approved.  The Motion passed unanimously, 7 yeas (Commissioners Padro, Maceda, Chapple, Wiggins, Nigro, Barnes, and Judd) – 0 nays – 0 abstentions.

    2. MOTION: Commissioner Chapple moved and Commissioner Padro seconded that Commissioner Nigro be reimbursed in the amount of $497.00 for printing costs of the July 2016 Newsletter. The Motion passed unanimously, 7 yeas (Commissioners Padro, Maceda, Chapple, Wiggins, Nigro, Barnes, and Judd) – 0 nays – 0 abstentions.

  • issues of community benefits

    Commissioner Nigro stated that, in the future, when ANC 6E is dealing with developers and their community benefits, these matters need to be discussed publicly for the sake of transparency.

  • 810 o street project

    Commissioner Nigro asked about the process by which Shaw Main Streets, Inc. received community benefit funds from Four Points, LLC and Warrenton Group.

    Chair Maceda announced that there will not be an ANC 6E Public Meeting in August.

    MOTION:   There being no further business to come before the Commission, Commissioner Chapple moved and Commissioner Barnes seconded that the meeting be adjourned.  The Motion passed unanimously, 7 yeas (Commissioners Padro, Maceda, Chapple, Wiggins, Nigro, Barnes, and Judd) – 0 nays – 0 abstentions.  The meeting adjourned at 8:58 p.m.
