Advisory Neighborhood Commission 6E convened at the Northwest One Library, 155 L Street, N.W., Washington, DC, on Tuesday, January 6, 2015 at 6:30 p.m.

  1. CALL TO ORDER AND ROLL CALL 

    The meeting was called to order 6:44 p.m. The roll was called and the presence of a quorum was noted.

  2. ELECTION OF OFFICERS 

    Lydia Goring, former ANC 2C Commissioner, was invited to conduct the Election of Officers.

  • APPROVAL OF AGENDAMOTION:

    Commissioner Padro moved and Commissioner Nigro seconded that the Agenda be approved as submitted. The Motion passed unanimously, 7 yeas (Commissioners Nigro, Padro, Maceda, Chapple, Wiggins, Barnes, and Judd) – 0 nays – 0 abstentions.

Sgt. Peter Sheldon, 1D (PSA 103), reported on crime in the area during the past 30 days as follows:  Robberies down 20%; ADWs 2; Thefts from Auto down 27%; Stolen Auto – None; Robberies with Gun – 2; 2 snatches;

Officer Berlin, 3D (PSA 308), stated that the biggest issue is Theft from Auto on the midnight shift.  There have been only a few robberies due in part to the increased police presence.  There have been no shooting incidents recently.  Commissioner Nigro reported that the area from the 1100 block of 6th Street, NW to the 1200 block of 4th Street, NW has experienced a lot of smash and grabs from autos and that the residents in this area would like the police to do a sting operation.  Commissioner Wiggins stated that there are people cutting through the alley at 13-14 ½ 5th Street, NW.

 

  1. TERROIR, 1015 7TH sTREET, NW: REQUEST FOR SUPPORT FOR RETAILER’S CLASS C RESTAURANT ABC LICENSE (TERROIR, LLC) 

    Steve O’Brien, attorney, Celia Laurent, and Eric Ziebold (chef) spoke in regard to their request for support for a Retailer’s Class C Restaurant ABC License for Terroir at 1015 7th Street, NW.  The ground floor restaurant will be called “Kinship” and will feature Modern American cuisine.  A Settlement Agreementhas been reached.  Commissioner Padro stated that ANC 6E’s ABC Licensing Committee met on Friday, January 2, 2015 and worked out provisions of the Settlement Agreement with the applicant regarding entertainment, valet parking, maintenance of the exterior of the establishment, and cigarette disposal.  The Committee voted 3 – 0 to support the application.

    MOTION: Commissioner Nigro moved and Commissioner Padro seconded that ANC 6E support the request for support of Terroir, LLC, 1015 7th Street, NW, for a new Retailer’s Class C Restaurant ABC license and that said support be communicated in writing to the ABC Board and ABRA.   The Motion passed unanimously 7 yeas (Commissioners Nigro, Padro, Maceda, Chapple, Wiggins, Barnes, and Judd)   – 0 nays – 0

     

  2. TERROIR, 1015 7TH sTREET, NW: REQUEST FOR SUPPORT FOR PUBLIC SPACE PERMIT FOR OUTDOOR café (TERROIR, LLC) 

    MOTION: Commissioner Nigro moved and Commissioner Padro seconded that ANC 6E support the request for support of Terroir, LLC for a Public Space Permit for an Outdoor Café at 1015 7th Street, NW and that said support be communicated in writing to the Public Space Committee and the Director of DDOT.  The Motion passed unanimously, 7 yeas (Commissioners Nigro, Padro, Maceda, Chapple, Wiggins, Barnes, and Judd) – 0 nays – 0 abstentions.                          [

  • golden rule plaza west, 1035 4th street, nw and 307 k street, nw: request for support for public space permit for curb cut (mission first housing) 

    Elizabeth Everhart of Mission First Housing spoke in regard to their request for support for a Public Space Permit for a curb cut at Golden Rule Plaza West, 1035 4th Street, NW and 307 K Street, NW.   The curb cut will be to access the curb cut on 4th Street to allow loading and parking for the new building.  They will be meeting with the Public Space Committee of DDOT.MOTION:

    Commissioner Padro moved and Commissioner Wiggins seconded that ANC 6E support the request for support for a Public Space Permit for a curb cut of Golden Rule Plaza West, 1035 4th Street, NW and 307 K Street, NW, and  that said support be communicated in writing to the Public Space Committee and the Director of DDOT.  The Motion passed unanimously, 6 yeas (Commissioners Padro, Maceda, Chapple, Wiggins, Barnes, and Judd) – 0 nays – 0 abstentions.

  • WMATA: PRESENTATION ON BUS SERVICE CHANGES that were IMPLEMENTED IN ANC 6E06-07 AND DISCUSSION OF COMMUNITY CONCERNS 

    Ann Chisholm, Brian McCleary, and David Erion of WMATA led a discussion on the 96/97 bus service changes that were implemented in ANC 6E06-07.In September 2013, WMATA selected 27 stops for consideration to discontinue on the 96/97 route to provide faster service.  All 27 stops are within a block or two of another stop.   The list was posted on blogs and wmata.com.  Notices were posted at the affected stops, and WMATA met with representatives of council members’ offices whose districts are served by the two routes, and corresponding ANCs in September 2013.  There was a month-long period where members of the public commented on the list via phone, email, and blog post.

    In total, 22 bus stops were discontinued as of December 29, 2013, 12% of the total stops on the 96/97 route.   Two weeks prior to the service change, notices were posted at the affected stops informing customers of the change.  The notice also included information on next closest bus stops.

    1. 1st & M Street, NW Bus Stop: This was part of the 96 and 97 bus consolidation program and has been closed since December 2013.   Notices were posted for two to three weeks.  Only one comment was received.Commissioners expressed concern that seniors living in the areas where the closings took place were not considered.  WMATA responded that recreation centers, churches, schools, and senior living centers are considered.
    2. P6 Route: Erion stated that along the P6 route (Anacostia-Eckington Line), WMATA is trying to find ways to get the buses to move along faster.  A change in the route was implemented in both directions.  DDOT has a plan for making New Jersey Avenue a two way street in this area and WMATA will need to change the 96 route to run both ways on New Jersey Avenue when this happens.
    3. New Jersey Avenue & Q Streets, NW, north and southbound: The stop at 7th & Q Street, NW was discontinued a few years ago due to construction.  Construction is now completed.  There have been requests to put it back.  WMATA normally puts stops in pairs and had not considered reinstating this stop.  Commissioner Padro advised that there are 300 seniors living at 1616 Marion Street, NW. 

       

  1. DC WATER: PRESENTATION ON 12/17/14 WATER EMERGENCY AFFECTING ANC 6E01-02 AND DISCUSSION OF COMMUNITY CONCERNS 

    Charles Kiely of DC Water provided a timeline of events regarding the 12/17/14 water emergency affecting residents in ANC 6E01-02.On Wednesday, December 17, 2014, DC Water received reports of a petroleum-type smell in the drinking water.   DC Water is working closely with the Environmental Protection Agency (EPA), District of Columbia government and the District Department of the Environment to immediately notify the public and to take steps to remove any contamination. “Do Not Drink” Advisory issued.

    12/17/2014: 8:00 p.m. Update: The map of the affected area has increased slightly to the southwest to include an area along Q Street, NW past 13th Street, NW.  DC Water also added to the “Do Not Drink” Advisory that due to the potential for skin irritation, customers in the affected area should not wash dishes.

    DC Water crews are working through the night to continue investigating the source of the petroleum odor. Affected residents advised to continue to follow the “Do Not Drink” Advisory and make plans for your morning routine.  DC Water will continue to update as information becomes available. DC Water apologizes for this inconvenience however our primary concern is protecting the health safety of our customers.

    Dec 18, 2014 — 12/18/2014: 7:30 a.m. update:
    DC Water crews worked through the night to flush the water distribution system in the affected area and completed flushing this morning. Samples are being collected and taken for laboratory testing. The goal was to flush the contaminant out of the system by running large volumes of water out of the fire hydrants. If the laboratory tests confirm this was successful, the restrictions could be lifted this afternoon. Those in the affected area should continue to follow the earlier precautions. The source of the contaminant is still under investigation.

    EPA Environmental Service Center at Fort Meade, Maryland confirmed that the substance was heavy motor oil.

    18, 2014 – DC Water Distributes Water during Do Not Drink Advisory.

    Dec. 19, 2014
    – Water samples tested again and the substance is now gone.

    Dec. 19, 2014, 4:00 p.m. – The Do Not Drink advisory has been lifted for affected DC Water customers.  Customers in the affected portion of Northwest DC should flush their household or commercial plumbing before using tap water for all purposes.

    ANC 6E’s Commissioners expressed concern that WMATA should have delivered water to the affected residents, especially seniors, rather than having residents travel to the location WMATA designated for pickup.

     

  2. DOLLAR PLUS SAVINGS, 1541 7TH STREET, NW: REQUEST FOR COMMENTS ON PROPOSED GREAT STREETS SMALL BUSINESS CAPITAL IMPROVEMENT GRANT (DMPED) 

    An employee/representative (Hanima???) of Dollar Plus Savings at 1541 7th Street, NW, spoke regarding the proposed Great Streets Small Business Capital Improvement Grant that has been conditionally awarded to Dollar Plus Savings by DMPED.  A portion of the funds will be used to install a juice bar.

    MOTION: Commissioner Chapple moved and Commissioner Padro seconded that ANC 6E support the proposed Great Streets Small Business Capital Improvement Grant that has been conditionally awarded to Dollar Plus Savings at 1541 7th Street, NW and that said support be communicated in writing to the Deputy Mayor for Planning and Economic Development (DMPED). The Motion passed unanimously, 6 yeas (Commissioners Padro, Maceda, Chapple, Wiggins, Barnes, and Judd) – 0 nays – 0 abstentions.

  3. 1200 BLOCK OF 6TH STREET, NW, WEST SIDE: PRESENTATION OF COMMENTS ON SUNDAY DIAGONAL PARKING BY UNITED HOUSE OF PRAYER FOR ALL PEOPLE

    Apostle S. Green of the United House of Prayer read from a memorandum dated January 6, 2015 in which he protested the action taken by ANC 6E at its October 7, 2014 Public Meeting in regard to Sunday Diagonal Parking by the United House of Prayer.Chair Maceda stated that the Commission will review the subject again and possibly reconsider its earlier decision.

    MOTION: Commissioner Chapple moved and Commissioner Padro seconded that the ANC 6E Security Fund Participation fee of $25.00 for the bonding of the Commission’s officers be approved.     2. MOTION: Commissioner Chapple moved and Commissioner Padro seconded that Commissioner Nigro be reimbursed in the amount of $400 for printing costs of the January 2015 Newsletter.     1. Naomi Mitchell, Community Liaison for the office of Councilmember Charles Allen (Ward 6), stated that Councilmember Allen would like to attend the February 3, 2015 ANC 6E Public Meeting.
    2. Library Manager Kathy Jenkins announced that the National Symphony Orchestra is offering a free concert series at various DC locations. They will appear at the Northwest One Library on Sunday, January 11, 2015 from 2:00 p.m. – 3:00 p.m. where Chamber Music will be featured.
